It is with the deepest sadness that the family of Jeannine Natasha Bailliu
announces her sudden passing, at home, on December 6, 2025.
Jeannine leaves behind her beloved sons, Liam and Daniel Ells. She was the
cherished daughter of Jacques Bailliu and the late Jennifer Bailliu (née Ross),
loving sister to Leslie Anne (David) and Anne (Peter), and dear aunt to Alizé,
Daphné, and Julien. She will be deeply missed by her loving extended family
throughout Canada and France, and numerous close friends she met over the
years, throughout the world.
In 1968, Jeannine was born at the British Military Hospital in Iserlohn/Westphalia (West Germany) where the family was stationed. As part of a military family, she enjoyed a childhood filled with travel, which developed into a passion that
continued throughout her life.

A dedicated student, Jeannine obtained: an Honours BCom (McGill University),
then a Master's in International Economics (Institut de Hautes Etudes Internationales) in Geneva, Switzerland, and a PhD in Economics (University of California) in Santa Cruz. Her career as an economist included working at, the OECD in Paris, the Bank of Canada, where Jeannine held various positions eventually becoming Senior Policy Advisor, then as VicePresident (Programs) at C.D. Howe Institute. Until recently, Jeannine was owner & CEO of an economic consulting firm.

Jeannine approached life with compassion and kindness. She was generous
with her time, always willing to help others. Her warm smile would brighten a
room. She had a great sense of humour, enjoyed laughing with family and
friends. As an outdoors enthusiast, Jeannine enjoyed running, hiking, skiing as
well as practicing yoga. She shared her passion for travelling with her two sons,
with several trips to Europe, annual ski trips to MontTremblant as well as a Disney Cruise. Her hobbies included, reading in preparation for her longstanding book club, creative writing, singing in choirs, and playing Scrabble. She took pride in completing a marathon, as well as several races with her sons. A passionate feminist, she encouraged women empowerment and always stood for what was right.

She will live in our hearts forever.

Cremation has occurred and a service will be held at a future date.
In lieu of flowers, condolences may be extended with a donation to The Ottawa
Food Bank
or Indspire, organizations Jeannine supported for many years, or to a
charity of your choice.

We are very sorry to hear of Jeannine’s passing. I was lucky enough to meet her while playing soccer and Chris worked with Jeannine at the Bank. She was a kind and delightful person who always had a smile. Our condolences to the family.
